Tempest Rune
A melee weapon rune that strikes enemies with lightning every few hits.
The Tempest Rune channels a thunderstorm into your weapon. Every third hit calls down a bolt of lightning on your target -- it does not trigger on every hit. The two-hit gap between procs acts as a built-in cooldown, so you can't just spam-stunlock with it.

Effect
Every third melee hit with a Tempest-runed weapon spawns a vanilla lightning bolt on the target. Hits 1 and 2 deal regular weapon damage; hit 3 procs the bolt, then the counter resets. Don't expect to chain-stun with it -- there's always a 2-hit pause between strikes.
